  I've used Island Packaging & Shipping a few times during the past couple of years, mainly when I'm shipping a larger box because the post office tends to get more expensive. The last few times I was surprised at how high the shipping rates were but I was reassured by the clerk that they ship the least expensive way and they use a variety of services so I can be sure I'm saving money versus the post office. I went in there yesterday to ship a very light box that measured about 13" on all sides. The clerk said "$39.95 to ship" (without any insurance). I said "That sounds extremely high". She then went back to the computer and said "we can ship it UPS parcel select 7-10 days for $27.95". Still very expensive and besides why not give me that option originally? I went to the post office and they shipped it with a 7 day expected delivery time, for $16.00.
